New User Procedure

We've had a big influx of spammers lately so I've had to implement a new sign up policy for new users. When a new user signs up they will no longer be able to activate their own accounts. Instead they will have to wait for me to do it for them. I'm hoping this longer process will discourage the spammers, but not any new legit users.

Thanks for being so patient while we deal with the spammers and thanks also to the mods who often catch them before I do!
